Public contracting authorities — federal government, federal states, municipalities, public enterprises — must put contracts out to tender above certain value thresholds. Companies apply by demonstrating their eligibility and submitting a bid. Contracts are awarded according to fixed, pre-published criteria — usually not on price alone, but on the most economically advantageous overall offer. The catch: every tender comes with extensive documents, forms and deadlines.

In principle, any company that meets the required eligibility — that is, can demonstrate professional, economic and technical capability and is subject to no grounds for exclusion. Small and medium-sized enterprises are expressly welcome; contracts are often even split into lots so that smaller bidders can take part too. In practice, however, participation often fails not because of eligibility, but because of the effort involved.

In the eligibility check, you demonstrate that you can deliver the contract: references, turnover, certificates, insurance, personnel. The criteria are scattered across tender documents that often run to more than 100 pages — extracting them and comparing them with your own company quickly costs 30 to 60 hours.
